Summary: Runtime evaluation of filter module constraints

Initial Comment:
Add a runtime evaluator of filter module constraints in order to support the 
Cond and Skip constraints.
Starting from build #4597 the runtime keeps track of the filter module 
execution state/result.
When the current set of filter modules for an object containts cond/skip 
constraints the runtime should evaluate these constraints . This runtime 
evaluator can also be used when filter modules are added at runtime. 
The existing FILTH module should be adapted to become runtime-safe, rather than 
creating a new evaluator.
