I wonder if the internet as we know it would exist if Gore hadn't been "lucky" as you put it. Gore has flaws, but dislike for him doesn't mean that he shouldn't get more acclaim for what he did. There was no political benefit when he sponsored the legislation either, most folks on the internet were geeks or researchers at the time and a 2400 baud modem seemed like a pipe dream even if one could find access to some university for usenet.
