If you plot a route from downtown DC to Front Royal VA you will see that 
it only avoids 66 inside the beltway. That is because that part of 66 is 
HOV restricted during certain times. Since Google Maps does not ask you 
what time of day you are making the trip it can only assume the worst and 
never send you on that part of 66. Imagine how mad you would be if Google 
routed you onto 66 and you got a ticket for being there at the wrong time.

They already have a check box for "Avoid highways" maybe they need one 
for "Ignore traffic laws?"
