More information: At the home office, they can access the FTP without
any trouble from inside their VPN. Several bureaus adjacent to the home
office have easy access. The problem child is in DC, 500 miles from the
home office. My guess is that the ports are open (given that it is
accessible from the home office), but it probably wouldn't hurt to
confirm this.
Thanks,
Richard P.

If the FTP site is outside of your virtual network you are passing
through a firewall that looks like it has the FTP ports shut off. Easy
solution is to access FTP server from outside of your network. Hard
solution is to beg and plead to have the FTP ports opened.
