Just left-click+hold and drag the "pinned" icon of your choice to where
you want it and then release. It will show where it is going to land
with a black bar.

is there any way to rearrange the pinned programs on the start menu (the
one that comes up when you press the 'start' key or the start icon in
lower L of screen)????
