No. Using tricks, My Vista Home Premium x86 can address up to 8GB.
That trick is called PAE.

I don't care how it's implemented, because we went through the same
thing when disks became larger and I've been there. All I'm asking is
a bit more transparency. Don't tell me PAE is on by default if it
isn't.
