I too am confused by the question. Presumably the included DVDs are plain UDF data disks, so it should be a simple matter to copy the files over. Why are you trying to make a disk image?
And no, by default, WinXP won't know what to do with an .iso disk image. Unlike Mac, which must include everything, when MS tries to do this for Windows they get sued, so things like this must be downloaded.
