I have had it happen more than once, the cord somehow becomes oxidized (contacts) and I need to switch out cords with the monitor to get it to boot back up.

Unplugging and replugging the cables a few times can sometimes get rid of oxidation. If that is the problem. Cheap and easy solutions should always be tried first.

Seems to me that the most likely cause of problem is a bad on-off switch or a bad power supply. How to test? What are other likely causes of the problem?

Either way, considering the age of the computer, it is not worth bothering with. It's time to play Laptop Hunters.
