Podcasts aren't distributed through iTunes. iTunes just acts as a listing service. It does depend on the podcast provider as to whether or not you could download it overseas. Odds are it wouldn't matter unless it is something like audible.com which has regional restrictions.
If you have a spare computer you could leave it running at home and have it check for podcasts on a schedule. It would capture your paid podcast for you. iTunes allows for this in the settings.
