I do not think that Tom does not have a vehicle to drive around. I think his thought is that not being able to perform computing chores as a person drives around, which unless you are being paid for driving around as are cab drivers, is nothing but unproductive downtime. Being able to clean up that spreadsheet or to finalize that drawing for your client as you drive to his or her office is being productive.
