That URL is to view the source in a browser, I don't see why you tried to
check out from there. The page Scott linked you to was pretty clear, at least
for the Unix/Linux case:

cvs -z3
-d:pserver:anonym...@concordance.cvs.sourceforge.net:/cvsroot/concordance co
-P concordance

Subversion and CVS are not the same thing. We don't use subversion, we use
CVS. You'll want to use a CVS tool, not an SVN tool. I don't know the best way
to do that on windows though, but Sourceforge has recommendations:

The most relevant part being:

  A number of CVS clients are supported, including:
    TortoiseCVS (MS Windows), which can be used in conjunction with PuTTY
    The official CVS client (Mac OS X, Linux, BSD), which can be used in
      conjunction with OpenSSH
    WinCvs (MS Windows), which can be used in conjunction with PuTTY.
