Well, it sounds like xdm doesn't have ConsoleKit support, so that is 
probably the problem: 
http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=615020

So, maybe for your case, the recommended approach would be to use the 
"old" udev rules?
