Ah, it turns out to depend on wunderground's "rapid fire" feature...
which I assume is ajax-ish, continuous update of some of the current
weather stats.  If I hit "disable rapid fire", the duplicates go away;
if I hit "enable rapid fire", they come back.  Looks like
http://www.wunderground.com/stationmaps/rtupdate.js is the javascript
that implements it, and it uses assignment to innerHTML to change
things...

I can't reproduce it here. Can you give more specific instructions?

It's a race condition which is why it behaves differently on different
pages. 2 processes delete them then add them. the doubling depends on
the timing.
