There is now.. I started researching this, and opened an issue on our tracker: http://bugs.conkeror.org/issue112 If you have any ideas for the UI by which to specify the charset to force, please share them. I think it would be annoying to have to issue the force-charset command (or whatever we decide to call it) for every single page served with the wrong charset.
