Conkeror has overlink-mode, which can be configured to show whatever information you want in the minibuffer message area on mouse-over events. For an example configuration, see <http://retroj.net/git/conkerorrc/overlink.js>. Second question can be split into two: If the feature you're asking about is spellchecking support, no, Conkeror does not have any special UI for spellchecking at this time. When we add it, its primary interface will be via the keyboard, as with all Conkeror features.
