hmm, nope, the builds do have the new-style top-level manifest.

It looks more like a xulrunner-2 internal inconsistency:  in
nsLoginManagerPrompter.js (in xulrunner-2 itself, not conkeror)
_showSaveLoginDialog uses _getLocalizedString to look up saveLoginText
or saveLoginTextNoUsername -- both of these are in
passwordmgr.properties in 1.9.2.17, but are absent (along with a
couple of others) from 2.0.  Doesn't actually appear to inolve
conkeror at all...
