I think the reference here was to X-like forms in conscripts, not Roman usage, but in my conlangs that use Roman <x> is generally /ʃ/, and in a couple of cases it's used for the vowel /ə/. Oh yes, I have a couple of those too. Modern Urianian uses the Roman _x_ for /ks/, but their Scollerinian neighbours use it for a palatal fricative, /C/.
