I just created branches/release-0.4-incubating-branch. We still need to address outstanding issues having to do with the ManifoldCF external plugin packages, but there do not seem to be any other outstanding 0.4 issues remaining. So it should be OK to go ahead and start updating version numbers etc. on trunk. I believe the next version should be 0.5?
