Hi Koji - I was wondering if maybe the .utf8 files are in fact the source files 
for the _ja.properties files, in which case we should probably keep the .utf8 
files and generate the properties files dynamically.

In fact I have confirmed that's how it works... so now I'm going to make 
appropriate rearrangements in the CONNECTORS-335 branch.
