Does that mean that a handset using the latest connman release can't be used by 
a netbook/laptop (over BT PAN) to access network (3G/WLAN) ? 

I suppose that this capability is only for PAN-server to provide full access to 
the Network to the remotely connected device over BT PAN.

we do support Bluetooth PAN network access point (NAP) as client. The
support for NAP as server (aka Tethering) is a planned feature.

For pairing you can do that via the standard Bluetooth method. ConnMan
will automatically pick up paired devices that support PAN.
