I must admit that I haven't spent much on the details here, but in
general I would you pass a configuration as string. This string for
example could be the same format or maybe better XML. As I said, the
only thing that I know is that we don't wanna do this via service
properties since that is just not gonna work. These WPA-Enterprise
configuration need to be cerated by a sysadmin for the normal user.
Something similar to what Apple does with their "Profile" things.

And of course this isn't limited to WPA-Enterprise. You could also use
this for normal WiFi, 3G APN names, VPN configuration etc.
