Just a small comment:
It is solved if the network is timed out by wpa_supplicant. At that
point all temporary knowledge of the network and its state is cleared
from ConnMan. Once it re-appears, it won't have any previous failed
state associated with it and can be retried.
The network should be timed-out by wpa_supplicant after 2 minutes or so.
As long as there is no scan update for a period long enough to reach
this timeout.
I think this should work already. The automatic scanning in connman
takes some retries
to reach a timeout long enough (~5 minutes) so the network will be
removed in the middle.
