There were additional fixes for PSK and 802.1x passphrase handling
applied in 1.29, namely commits 346609214f05b3b4eb49a2b1b03844d94e9eb59d
and 346609214f05b3b4eb49a2b1b03844d94e9eb59d. They might have been
fixing the issue you are seeing.

See also _connman_service_set_agent_identity(), it seems to be a mess
with service->identity and service->agent_identity at the moment. I do
wonder why there are two of these...

Does this happen every time with 1.28? Does it work with 1.29?
