[connman] wifi device can not get IP automatically

Hi Marcel:
Using git 6fc258703, I can use set-passhprase and select-netwok to associate a 
WEP network. However I found that the ConnMan/Dhclient can not assign the IP 
automatically. 
I am running it on Ubuntu System. 
BTW:
It seems that I can not always successfully select-network. Sometime, I need to 
restart ConnMan and wpa_supplicant. Not sure it is wpa_supplicant issue or 
ConnMan issue.
