Hello Jean-Noel, Please regard my words as just brief opinion. I just got a training on telephony stack of Moblin.
As far as I remember, connman just controls data connection of the modem. Of course the state of the 3G modem should be managed for SMS, call or data connection, I think. Again, it is not my area, but connman provides generic API over D-Bus to control the behavior of each connections, so the control could be implemented in telephony daemon or something. I bet someone will correct me if there is any misunderstanding.
