I found that it may caused by Dbus timeout issue. When I try several times 
switch among off, auto and manual, the first time switch always be failed, but 
try again, it will be successful. The case not limited to off case.

I failed to set policy of wireless interface to "off" yesterday. Is it not 
supported any more?
btw, I can set policy to "manual" and "auto".
