Windows installer broken

Bug description:
When I use the windows installer on a almost fresh windows XP, I open the
installer, click on continue until a dos window opens and then the system tells
me that an error happened. See attached screenshot (german). The installer does
not finish correctly. The error message says: "the applications could not be
initialized correctly".
