Currently, my URLConnection for starteam does not include username/password in
my project.xml and pom.xml
in M1, the plugin would pick them up from maven (via build.properties) and pass
them into maven-scm-api
(hope M2 plugin already done that, but i will check and patch if neccessary)
However, according to Brett, Continuum uses maven-scm-api directly. So we need
the continuum to handle
this scenario
