+1 I tested the .tar.gz only with m2 and Subversion. LICENSE/NOTICE is in place, and the release functionality works again.
When you put it under www.a.o/dist/maven, please rename the files using the finalName-- it should be apache-continuum-1.1-beta-3.* (not continuum-plexus-runtime...).
