User created by administrators in continuum are not in the "validated" state

If a continuum users with administrative rights creates a new user, the newly
created user is not valid by default and cannot login.
The user can only be activated by sending a validation link by email and using
it to validate the account.
Suggested resolution:
Users created by an administrator should be validated by default, or the
administrator should be able to validate (activate) the user without having to
send an email link.
