connection refused is normal with telnet from my tests.
you should try a regular login and check at your mysql55 logs
chances are that you did not set your user for the mysql55 db or is not set to
be used remotly, or priviledges were not reloaded
from what I remember the current available version of phpmyadmin did not
allowed to handle correctly the users for mysql57
