Clean install on test VM threw this error and prevented starting:
"Ensure there is a file called ".ocdata" in the root of the data directory"
I signal-event post-upgrade/reboot and then did touch
home/e-smith/files/nextcloud/data/.ocdata and it worked.
Adding it prior to post-upgrade didn't seem to work but I need to roll back and
test again.
