Unfortunately we cannot support ISSU with current infrastructure as soon
as the bundle contains a model. The gory details are explained in
https://lists.opendaylight.org/pipermail/release/2016-January/005313.html.

The best we can do is support mixed-version clusters, but that will
require at one additional release cycle beyond Carbon, I am afraid.
