If you are utilizing idmlight.db.mv.db (the TokenAuthRealm which is default at this point), then yes you need to synchronize using OOB methods. This could be issuing identical rest requests to each node, or serving the file based database on NAS. It is similar to a local user store on a modern networking switch in that it is considered unique per node.
