Dear Experts,
We have observed that the ClusterSingletonServices are not coming up post
restarting the Controller in a Single node deployment, note, that we are
using boron-sr3.
In case of fresh install, the ClusterSingletonServices are up and running.
On debug mode, the below message was observed in working scenario which is
not seen while restarting the Controller.

The ClusterSingletonServiceGroupImpl#takeOwnership() method was not
invoked, thus the hasOwnership flag remains "false".
Any help or input in this regard is very much appreciated.
