I guess you have to use this file in combination with https://github.com/opendaylight/integration-distribution/blob/master/karaf/src/main/assembly/bin/configure_cluster.sh <https://github.com/opendaylight/integration-distribution/blob/master/karaf/src/main/assembly/bin/configure_cluster.sh>, after running the script you can see if cluster files are changed accordingly.
