I don't have a wheel mouse so I can't test.
However; I put in ftp://mandrakesoft.com/pub/pablo/ a file Netscape.4.7;
you can copy it to /usr/X11R6/lib/X11/app-defaults/Netscape and test
if it works correctly (that file also has the Ctrl-V,X,D,P,... key bindings)

If some one can ensure me it doesn't break anything; I'll add that to
the spanish and french versions of the file and release them soon.
