No, that's not the solution. XMMS does know how to work with arts--you just have to use the arts output driver, rather than whatever comes selected by default (I think it's OSS?). When you launch XMMS, go to Preferences (Ctrl+P). On the first page, in the output driver combobox (the lower half of the window), select arts instead of whatever's already there (oss, I think?).
Since Mandrake uses KDE with arts as the default desktop setup, maybe Mandrake's XMMS package should default to arts output?
