Im not sure about 'all LDAP use' but I've been working with davedap http://davedap.sourceforge.net). It uses php, and you really need to understand LDAP (which I'm in the process of learning), but seems to fit the bill. Also they are currently working on templates. I believe if I could create an LDAP user, using a predefined template would be great!
I realize that isn't at the API level you seem to be talking about, but thought it might be worth a look.
