That's not so simple. Currently evolution weather reporting code is the same as what gweather used in gnome-applets 2.2.x. Since then, gweather undergoes a big rewrite, so gweather from gnome-applets 2.3.x is completely different. The incerceptvector.com info is XML, while the one in weather.noaa.gov (yes, evolution and gweather 2.2.x use it) is text.
