It seems harmless for other countries. i fill this as "enhancement", because i think it would need some more testing, for instance during the Mandrake 9.2 beta test, to see what hardware/countries it affects exactly, and if an automated setting is the solution (and adds no incompatibility). Else, the information should be showed to the user in one way or another (for ex. the user should have at least a checkbox somewhere "check the box if you have problems with the TV sound").
