It's not supposed to report an error.  It's supposed to tell you what
package it's in.  If it didn't find it, then it means you have some
packages missing:

[EMAIL PROTECTED] ~]$ urpmf NCopy.pm
perl-File-NCopy:/usr/lib/perl5/vendor_perl/5.8.1/File/NCopy.pm

It's there if you install the rpm:
[EMAIL PROTECTED] ~]$ find /work/Mandrake-devel -name perl-File-NCopy*
/work/Mandrake-devel/cooker/i586/Mandrake/RPMS/perl-File-NCopy-0.32-8mdk.noarch.rpm

It is in Main, so if your urpmf doesn't show it, then it seems something
is amiss with your urpm database.  Run a urpmi.update -a.
