Still not fixed in 3.1.3-52. I also opened a bug on KDE bugzilla some time ago
and it still isn't fixed by KDE developers:

I have installed Mandrake 9.1 and as normaly I have set some user accounts. I
use KDE login manager to login. Some users use some special local characters
(slovenian). They display OK in a utility for setting up users and in
configuration files. But on KDE login dialog those local characters are replaced
by some wierd characters (2 characters instead of one local char). I would maje
a screenshot of the problem but I don't know how to take screenshots of login
screen.
