we usually really do not want package updates to fail because of info system
faillure.

as for your points in #3 current macros do work (and do since 2000's "big move")
and are robubt (but for idiot upstream packagers that do not bother check their
build system)

we use file tests because install-info rely on INFO-DIR-ENTRY header in info
file (and also other programs such as info2html which had subtle bugs regarding
this header position in splitten info files).

so your point is valid about the mdk policy violation.

as for rpmlint: yes, we should forbid install-info to be used in postun
