Maybe XFree86 could mark /usr/share/icons/default/index.theme as %config(noreplace) (so users who have set their default theme by running choose_cursor as root don't have it reset), and/or include a theme from cursor_themes? Or, maybe mandrake_theme should provide cursor themes also? There could be an option to select one from a few different sets of cursors.
