As the device is manually mountable it can only remain a bug hotplug or dynamic.
I pass this bug over to the maintainer of dynamic now.

When I test my USB multifunction device (HP PSC 2210) with the
usb-storage module, dynamic creates an icon on my KDE desktop in 9.0,
but in 9.1 it does not. Let me know if you need any specific device
information, but I'm fairly certain there aren't any detection problems, as
the mount point is created, just not the icon.
