I don't use kdevelop, but I've been looking at the spec file:

You can see, the default template has been modified to require automake 1.4 and
autoconf 2.13.

If the autoconf2.5 wrapper doesn't detect that it should call autoconf 2.5 instead 
of 2.13, this could be a bug that should be reported for the autoconf2.5 package.
