[Cooker] XEmacs missing TTY support?

The XEmacs RPM from Mandrake 7.1 claims (rpm -qi) to be compiled with
both the X11 and ncurses TTY support, but the binary will not run in
a console window, complaining of lack of TTY support.

Is this corrected in xemacs-21.1.12?
