[Cooker] New package request: beep (PC speaker)

Maybe it's a bit too late for this, but I just found a really useful utility;
it allows you to play tones with the PC speaker.  Great for including in shell
scripts or turning your dual-processor machine into an alarm clock.  :)

It's GPLed and small.  Needs permission to write to /dev/console; recommend
solution is to chgrp audio /usr/bin/bell ; chmod 4750 usr/bin/bell .  Sorry I
don't know how to package it myself.  :(
