You would not be switching runlevel.  Being in runlevel 5 doesn't
destroy the runlevel 3 login screens, you just have to hold down ctrl in
addition to alt-{func key} to reach them.  Then you can log into the
system as root from virtual terminal 1 through 6 (X normally runs at
Alt-F7).
